NAVAL AIR SYSTEMS COMMAND, Patuxent River, Md. – The Navy’s Advanced Tactical Aircraft Protection Systems Program Office (PMA-272) accepted early delivery of the first Integrated Aircraft Survivability Equipment (iASE) Programmer during the Critical Design Review (CDR) on 25 MAR 2025.
The iASE Programmer upgrade modernizes the existing AN/ALE-47 Countermeasure Dispensing System (CMDS) Programmer currently installed on the majority of DoN aircraft. The CMDS and associated expendable countermeasures provide end game protection for DoN aircraft when operating in a threat environment.
“Fielding an advanced AN/ALE-47 Programmer capable of dispensing the next generation of countermeasures while also expanding smart dispense capabilities is the primary focus of this acquisition,” said Col Russell Strange, PMA-272 Program Manager.
“Our acquisition strategy utilizes the US Navy Multi-layered Obstructed Brokered (MOB) Hub patented technology and organic software development teamed with a small business within our defense industrial base. This strategy has allowed speed and agility; this delivery of hardware supports early hardware qualification so we can field this iASE Programmer as quickly as possible,” said Erin Stranges, PMA-272 iASE IPT Lead (acting).
The Technical Data Package (TDP) for the iASE Programmer is government owned. Integrated Consultants, Inc. (ICI) has a patent license agreement with NAWC-WD to manufacture products utilizing this MOB Hub patented technology.
The program of record is in the engineering and manufacturing development (EMD) phase, and EMD hardware normally is delivered months or years after CDR. ICI, under contract to design and deliver the EMD iASE Programmers, delivered functional units at CDR.

During the three-day CDR, the EMD units were powered on and ran internal diagnostics and custom software created to simulate operational loading. The hardware has successfully undergone initial environmental qualification testing and will undergo formal qualification testing later this year.
The iASE Programmer plays a pivotal role in enhancing the survivability of military aircraft by providing necessary upgrades, such as secure cockpit-to-tablet functionality and enabling future “smart expendables” to be fielded as they become available.
