  Predicate Logic, Inc., www.predicate.com is a small business founded in 1992 and headquartered in San Diego, CA with offices in Middletown, RI, Arlington, VA, Chesapeake, VA, Charleston, SC, and Colorado Springs, CO. We have personnel providing on-site support and liaison in the Washington, DC area, Honolulu, HI, and Kingsbay, Ga. Predicate Logic was founded to provide software and system engineering solutions with a focus on SATCOM and communications technology system design, specification development, platform integration, network technology assessment, operational analyses, design and prototyping, network evaluation, baselining, and training. We currently employ over seventy-five (75) people and have revenues exceeding $7.5 Million per year.

Predicate Logic’s SATCOM system engineering consists of developing top-level integrated SATCOM operational architecture views with supporting use cases and information exchange requirements. We conduct continual technology assessments, and system architecture trade studies feeding off continual inputs from operational requirements work and providing focus to rapid prototyping efforts. Predicate Logic specializes in developing business cases for integrated SATCOM architectures by identifying current methodologies and systems supporting commercial SATCOM planning, investigating commercial best practices and providing return on investment (ROI) analyses.

Predicate Logic has experience in all facets of Naval C4I Systems, including systems in the VLF, LF, HF, UHF, EHF and SHF spectrums and the associated ashore and afloat IP networks and landline connectivity. Technical and network engineering support includes troubleshooting, repair and testing of submarine and related shore C4I systems to include “on call” service, analysis of proposed upgrades, and baseline and protocol analysis of LAN systems. Our network engineering support also includes design and implementation of shore continuity of operations plans (COOP) and associated architectures. Training services consist of a Mobile Training Team (MTT) that provides “end to end” RF training, curriculum development, OJT, classroom and underway training. We have played a major role in the design of the submarine force’s technical plan for transitioning away from legacy IXS communications systems to an IP based SATCOM system.

Predicate Logic is also the developer of the ship-to-shore email system (“SAILOR MAIL”) in use by all sailors in the Atlantic and Pacific Submarine Fleets. We are experienced in conducting detailed technical assessments of LAN traffic flow to identify bottlenecks, inefficiencies and component utilization using the latest protocol analysis tools and methods. Predicate Logic is developing tools and methodologies for remotely monitoring and troubleshooting afloat LANs from ashore. We also perform submarine IP systems installations, including all aspects of installation from TEMPALT development, site survey, drawing packages, and fabrication to installation.
Predicate Logic’s ILS experience includes the development of System Administrator’s Guides (SAG), System User’s Manuals (SUM), Test and Evaluation Master Plans (TEMP), Installation Control Diagrams (ICDs), drawing packages, installation plans and schedules.
Predicate Logic also has experience performing Information Assurance (IA) engineering and DITSCAP and DoDIIS Certification and Accreditation (C&A) process management for projects ranging in size from software applications to enterprise-wide LANs and WANs. We have worked in a liaison capacity with multiple national agencies assisting our customers to identify requirements for cryptographic and MLS product developments and in the certification of systems processing COLLATERAL, SCI, EAM and SIOP data. We have also assisted in the LAN implementation of PKI.


Predicate Logic provides system administration (SA), configuration management (CM) and quality assurance (QA) services for systems that employ Windows NT, Netscape, SNMP(V)1, CORBA, JAVA/C++, Oracle, Symantec Visual Café, and Oracle Java Database Connectivity software.
