System Design, Engineering and Integration: Services required under this
SIN involve the translation of a system (or subsystem, program, project, activity) concept
into a preliminary and detailed design (engineering plans and specifications), performing
risk identification/analysis/mitigation, traceability, and then integrating the various
components to produce a working prototype or model of the system. Typical associated tasks
include, but are not limited to computer-aided design, design studies and analysis, high level
detailed specification preparation, configuration management and document control, fabrication,
assembly and simulation, modeling, training, privatization and outsourcing.
Maximum Order: $750,000. This is the suggested re-negotiation
point whereby agencies should seek additional concessions in orders
that exceed this amount, defines the term "maximum order" Clause I-FSS-125.
Minimum Order: $100.00
Geographic Coverage (delivery area): The 48 contiguous states,
the District of Columbia, Alaska and Hawaii.

Job Descriptions:
1. Program Manager
The Program Manager will act as direct customer liaison interface regarding machine
design, mechanical or chemical and process issues. A licensed Professional Engineer will
develop and implement concepts and strategies as required. Develop and maintain management
control to ensure projects are completed on time and within budget and comply with customer
specifications. Prepares milestone and progress reports. Communicate project progress to
customer and make technical recommendations based on project parameters.
Minimum Experience:
Twenty years experience which includes mechanical and process project development from
inception to deployment, demonstrated ability to provide guidance and direction in tasks
relative to the project category. Proven expertise in the management and control of the funds
and resources; demonstrated capabilities in managing multi-tasks engineering contracts.
Minimum Education:
Bachelors Degree in Engineering, Systems Engineering or other related scientific/technical
discipline. Masters Degree in Engineering or other related scientific/technical discipline plus
12 year's experience.
2. Application Engineer
The Application Engineer will take direction from the Program Manager to satisfy the customer's
technical, mechanical and process requirements performing system planning, conceptual development,
system design and component integration as required to satisfy engineering or process changes.
Conducts independent physical testing of systems and products involving quality assurance,
safety and training. Prepares documentation for outsourcing of fabrications.
Minimum Experience:
Ten years experience in application engineering projects. Experience to include planning,
design, integration and evaluation of hardware systems. Acquisition, evaluation and functional
life cycle analysis knowledge.
Minimum Education:
Bachelors Degree in Engineering plus three years experience, or Mathematics or Masters
Degree in Engineering or Mathematics.
3. Engineering Technician
Advises Program Manager or Application Engineer on subjects specific to those assigned
within the mechanical, hardware or process engineering project. Performs acquisition
evaluations and recommendations, technical measurements, risk assessments, interface
evaluations and technical evaluations of mechanical designs and/or processes. Serves as a
member of a working group interfacing with customer staff and outside contractors.
Minimum Experience:
Five years experience in the specific technical field where experience includes various
support on project reporting and process performance evaluation.
Minimum Education:
Associates Degree in Engineering or functional discipline. No degree is required with eight
years of technical experience.
4. Administrative
Provide overall administrative support to engineering project or program. Provides word
processing support and assists the members of the project team in scheduling tasks and keeping
budget data.
Minimum Experience:
Eight years general office administrative assistant for project or technical support team.
Knowledge of commercial software programs.
Minimum Education:
Business School training in Management or Accounting.
